Does the Floating License Server need access to the web?

I'm working in a company that blocks all ports on user's machines that the Floating license server could work on. So we need to move it to another machine. The only machines we could move it to that wouldn't have those policies applied wouldn't have access to the internet per company policy. These users would be added to a group on the firewall for that part of the network and given access to it that way. 

The question that comes to mind is, does the Floating License Server need web access to work or can we just give it the license and the users can access it from the local network?

Our floating license system requires an active and static internet connection.
you can designate specific ports that can be allowed through your system:

How to change the Port Numbers:

1. Start the Luxion License Server application.
2. Go to the Install License tab.
3. Click Set Server Ports.
4. FlexLM Port: Change this to avoid port conflicts. If you have another License server running on the same machine. (Default Port: 27000)
5. Daemon Port: This is only used for network setups with a Firewall. If a Firewall is used, both ports need to be set and opened in the Firewall.
6. Click OK.
7. Click Reread License File to make sure the changes are applied.
